  • IN May 2010, Careers360 exposed the dubious nature of tie-ups entered in by State universities. When a few students from IBMR, Gurgaon came to us with a litany of complaints, we decided to dig deeper. While we could not ascertain the truth regarding the quality of education imparted, the sheer amount of misinformation and half truths that even a Government university documents show, shocked us. Read on to find out more...


    BHARATHIAR University, Coimbatore, a university established under the act of a State, with limitations to territorial jurisdiction for imparting education, sets up a Centre for Participatory and Online Programme (CPOP), which is explicitly not approved, either by the UGC or the DEC. The CPOP then goes on to offer a host of programmes from MBA to Engineering  Diplomas. And none of these professional programmes are approved by the relevant agencies. The CPOP appoints regional co-ordinators (which is illegal) and through them innumerable partner institutions (whose status is undefined).

    One of them is the Institute of Business Management Research (IBMR), Gurgaon. Under normal circumstances IBMR must seek AICTE approval to offer degree programmes. In the cover of CPOP, it bypasses all regulatory regimes, sells its MBA as a full-time participatory programme.

    Gullible students who have no means to understand the fact that it is at best a distance learning degree, that too from an unapproved centre, pay good money. Says Deepak Deswal, a student who approached us, “We were informed it is a regular programme and the institute is affiliated to Bharathiar University”. The claim has cost these students two full years, a few lakhs of rupees, with nothing to show for. They are now fighting  to get at least their money back.

    If these centres in question offer a high quality education experience, then many students might even condone the lack of recognition. A thought echoed by Naveen Kaushik, another student who is fighting with the institution for a refund. He says, “Sir hum phas gaye (we are trapped). Faculty comes and goes, classes are not worth attending and  pathetic summer placements ”.

    And to top it all he says, “Now we discover even the degree might not be valid”. In June this year, some of the students approached the UGC and the DEC, the regulatory agencies. What they found traumatized them (read more on this on the next page). UGC wrote back “IBMR’s Gurgaon affiliation with Bharathiar University is not valid”. They have  approached the local police but with no success so far.

    Some states like Andhra Pradesh and Karnataka have banned similar institutions. But MHRD is sleeping, UGC is mysteriously silent and DEC shys away. So students continue to suffer, with lost lakhs, a few years and most importantly, their dreams in tatters. Would Mr. Sibal act on this to clean up the mess?

    UGC , when specifically asked about the status of IBMR and the CPOP offered through Bharathiar University says:

    UGC has no information on CPOP.
    This means CPOP as a structure is unapproved by the UGC. In other words, the claim that Bharathiar University’s degrees are approved by the UGC may not hold water if CPOP itself hasn’t been approved.

    University is not authorised to open study centres beyond its territorial jurisdiction.
    The university has no right to operate and offer degrees through institutions like IBMR, which are situated outside the state of Tamil Nadu.

    DEC approval is essential for DL programmes.
    If at all IMBR is offering a DL programme, through CPOP then the DEC, the regulatory authority governing distance education, should have approved it

    DEC WAS THE NEXT STOP FOR THE STUDENTS. WHEN THEY APPROACHED THE ORGANISATION TO ENQUIRE ABOUT THE VALIDITY OF THEIR DEGREE THIS IS WHAT THEY FOUND.

    DEC has granted provisional recognition to Bharathiar.
    The Bharathiar University has been offered provisional recognition only for its School of Distance Learning. However, the DEC is silent on all courses offered through the CPOP mechanism.

    Study centres are set up by the concerned university as per UGC norms and guidelines.
    The DEC claims that it hasn’t accorded seperate approval for the study centres as they have been set up under the UGC norms and guidelines.

    However, the UGC explicitly bans the setting up of study centres outside the territorial jurisdiction of the state.

     A) In the Supreme Court Case Prof. Yashpal & Anr. Vs. State of Chhattisgarh & Ors. , the judgement dated 11/02/2005 reads

    “....In view of Article 245 (1) of the Constitution, Parliament alone is competent to make laws for the whole or any part of the territory of India and the legislature of a State may make laws for the whole or any part of the State.  The impugned Act.... is clearly beyond the legislative competence of the Chhattisgarh legislature.”

Further, it is the responsibility of the institution to strictly adhere to the norms prescribed by concerned statutory authorities for offering professional and technical programmes. And, further it is in the public interest and in the interest of maintaining standards in the open and distance learning system, that the study centers of an institution are not franchised and run by the institution itself. Also admissions, examinations and evaluations are directly managed by the institution.

    It has come to the notice of the University Grants Commission that some of the State University have started againts the judgment of Hon'ble Suprem Court in case Prof. Yash Pal  & Others vs. State of Chhattisgarf & Others. Some these University are running these Centres on franchising basis also which is not allowed.

    The public at large and the student community in particular are, therefore, informed that as per the information available with the UGC as on date, there are 255 State University established by the Acts of the Legislatures of different States.

    Course(s) under distance mode can be started by the State University only after the prior approval of the UGC-AICTE and DEC joint Commitee for which Director, Distance Education Council, IGNOU, Maiden Garhi, New Delhi - 110068 is the Coordinator.

    FOLLOWING ARE THE REASONS WHY SUCH CENTRES ARE FROWNED UPON BY THE UGC
    1. These off site study centres, especially with respect to professional courses do not come under the regulatory regime, which mandate a certain standard of academic and infrastructural capabilities. The relevant agencies also accords sanction to the class size in proportion to such capabilities.

    2. The State Universities have no means to critically evaluate and assess the academic and infrastructural capabilities of study centres periodically to deliver any given programme, primarily due to factors of distance. The quality of faculty is never assessed and accredited; and the university has no control over the recruitments of faculty. And none of these centres come under the regulatory umbrella of professional councils which an affiliated college is subjected to.

    3. Some study centres actively advertise and admit students throughout the year unlike a regulated university where there is a start and end date to a session, to enable students to attend all classes. This is seen as exploitation of the degree giving powers than imparting full and complete education.

    4. Since it is not an affiliated institution, the fees are not regulated by the university and the possibility of students being fleeced is quite high. In fact, there are cases where study centres charge 100 times the fees that a university normally  charges for its programmes.

    5. Since, the university earns money on each additional student  admitted in the study centre, there are cases where the number of students enrolled are in thousands  while the capacity is for hundreds. 

    6.  And if the study centre shuts down, as was the case with Bangalore School of Business in Ahmedabad, the university takes no responsbility. Click here to view the report

  • Hi Navneet, Thanks for the news. I am part of this program and was bit worried about my future. Now I am fully comfortable. THIS NEWS HAD COMPLETELY TAKEN MY ATTENTION AWAY FROM EXAMS FOR THE LAST TWO WEEKS. I CAN NEVER EXCUSE THOSE PEOPLE WHO BROUGHT CONFUSION INTO MY MIND. I know this institutes branch in Bangalore and agony of students is no different here as well.. I guess its One Vinay Mahendrakar who is behind this institution.   • Hi Akash, XXX, and so on.... I ALSO FACED SIMILAR SITUATION BEFORE. My first word for you is "You are safe". This is irrespective of the status of CPOP. If the UGC/DEC says CPOP is not approvable, such an order can not come into effect with historical date. So, the interests of the current students are protected. NOTE THAT PREVIOUSLY MADURAI KAMRAJ UNIVERSITY OFFERED INDUSTRY INTEGRATED PROGRAMS. THEY LATER WITHDREW. As i was part of this program, I was scared as to what would happen to me in future. But nothing really happened and all is fine. So, EVEN IF THE CPOP IS ASKED TO CHANGE/STOP, YOUR INTERESTS ARE STILL PROTECTED. Remember, same thing happened when govt of india hastily announced derecognition of 45 deemed universities. In the same note, GOI said that the students will not be affected and that the students will be given degrees from respective university applied to jurisdiction. THE TRAGEDY OF OUR SYSTEM IS THAT, THESE AGENCIES (MAY IT BE UNIVERSITY OR UGC) do not interact proactively. There comes the confusion.   • I read Kishore. He is trying to bring all together a new but valid points to table. Hope he is not someone from management. Looks like he is one of the students of CPOP, who seems to have deeper insights into the issue. I agree that the issue is two sided and there are merits on both the sides. At this point in time, no conclusion can be drawn. The best thing would be-the concerned university and IBMR - should stand up and talk as to what is the point. Surprised that there are 115 centers of CPOP as per Kishore. Then where are other students? They must be either happy or not aware...It is difficult to assume that they are not aware in this information era. May be they are happy with what they are into. CPOP centers may have valid points...Students must talk to their institute heads.

  • Another interesting fact!...IBMR group has over 300 students studying in all of their centers. Only a few (may be less than 10) may have dropped out. Don't you think other students has reasons to stay back? Don't think they are dumb. I understand that CPOP has over 115 partner institution and has over 5000 students. It can't be a cheap program. Don't think I am convincing any one about this program, but only encouraging all of you to see the other side of the coin. Thinking is mandatory when you a B-school student!!

  • I am watching all the comments posted here with all the keenness. Nonetheless, the views seems to be skewed. I agree with the fact that there are many institutions which are fleecing the students with hefty fees. But the matter of the fact remains that quality education does not come cheap either. There is reason why IIMs charge Rs.10 lakhs and ISB charges over 20 Lakhs. Concerning CPOP program, the letter from IGNOU clearly says that Bharathiar University is provisionally allowed to run the program which is "approved by the Statutory bodies of the University". Who is the statutory body of the University?...it is the Syndicate. Therefore, if the syndicate has approved the CPOP program, then Bharathiar University has all the rights to offer the Program. How will then it becomes illegal or something? I have read the letter from the UGC Deputy Secretary. He says IBMR can not be affiliated to BU. YES. True. THere is no way any institute can get affiliation beyond its jurisdiction. IBMR has just said that it is a Partner of BU and never said it has affiliation to BU. Any university can have partner institutions outside its jurisdiction to provide eduction. Therefore, the content of UGC has no bearing on IBMR as such. UGC letter also says that it has no information on CPOP. Again its a valid point. IGNOU has approved (provisionally), all programs offered through BU, which is approved by "its official statutory body" which is the syndicate. If the syndicate has approved CPOP progam, then the validity of the CPOP question can not be questioned. Finally guys, it is all in the interpretation. What value you assign to these letters and programs depends on how you interpret it. Every one know that ISB is not approved by UGC, but who cares? My sincere advise is choose a college that gives you right attitude and good opportunities for learning. I called BU as well, they promised me that they are sending letters to all its CPOP centers declaring the program as fit for higher education and employment. Hope verdict will be out soon...

  • I am associated with the Management institutes of all types for the past decade. There are plenty of problems in Management education. It is very difficult to find practical solutions. "caveat Emptor" i.e. "Let the Buyer Beware" is applicable here too. it is the responsibility of the students and their parents to probe the claims of an institution before seeking admission. Only the Police Department can solve the problem if they start taking action in case of frauds perpetrated by the educational institutes.

  • Dear jyoti, myself Krishna Swamy, Sr. Chatered Accountant. Its not important of getting a UGC/DEC recognised certificate for an MBA job but wat matters is your skills to cope-up with the company. Off couse a recognised certificate is also important when you do your higher education and it gives value to your career. But, how can you join to unrecognised courses like this...did you ever consulted anyone about the program or anyone of your friends/relatives have done this program earlier. You dont know how the judgement will be passed in Supreme Court...once a judgement has passed from Supreme Court is not so easy to amend on it, it takes many years to alter it orelse no chances at all. right now you have 2 choices with you.... 1)The program which you are doing should get recognised by the UGC. 2)The program should be attached to the distance education by taking the required permission from the Distance Education Council. So, at present you dont have any other way and you must face the situation...may god helps you child...

  • I am a student of SMU 3rd sem MBA Marketing.I had a dream before coming to Bangalore.When I was coming o Bangalore to do MBA,My father asked "Why are you going to Bangalore,what is the worth of MBA".I said after MBA,I will get better job and salary both.But When I came to Bangalore and took admission in college and after 15days when I come to knew that they are giving autonomous degree and SMU degree after paying of 4.00lakh rupees.I slapped myself. Its not my fault.Its all because of the worst Indian government who gives permission to such type of collge to continue the program.

  • As if the infrastructure and quality of faculty in universities and affiliated colleges are any better. Mind you the PGDM of the coveted Indian Institutes of Management (IIMs)is not recognised. If you go to California State University to do a Ph.D. with an IIM PGDM, they'll desk reject you. This is why the IIMs have their own fellowship program. So what the hec are we talking about here? If the infrastructure is good, if the faculty is good, if you're taught some useful skills and you end up getting placed in decent companies with above average packages, who cares whether it's DEC or UGC?

  • corruption is direct reflection of greed and like anywhere else, in india its rampant, the relevant officers your website is trying to make aware of are actually hand in glove with these culprits, bizarre as it may be people sits silent till their kids are studying in 1 of these fly by night colleges even after that they wud be mute spectators, nobody cares for instance a year ago local English news channel and times of india bangalore showed the director, lecturer of DEC b'lore university caught passing students for money and host of administration officers in university caught in camera offering quick-genuine degrees for money thereby saving 3 years, but happened? nothing these culprits goes for 2 week paid leave and then continues with their business which is come to office at 11 am as soon as they come they spit the pan next to his desk shout at their colleague for a tea wait for 1/2 hour then lunch and 2 more hours end of days shift! hooray!

  • I had talked to the Bharathiar University over phone on the CPOP subject. What the gentleman is telling that, sir, this CPOP program is equal to a regualr program, hence DEC need not to approve it. But as per UGC, letter any State university has a legal juridisction to operate the courses. In case of CPOP Bhartiar university is cheating the students by mis-interpreting the laws, it seems. On side they are telling its a regular program, on the other hand they are telling the same is run by the DEC approval. Fun is that, the gentleman I had talked with was angry when I refused to reveal my identity and purpose, he was angry so much when I told I was tooking the information to file a case for some students, then he want the details of the institute and the name of the students. luckily I was not knowing any one who undergoes CPOP, but a curiosity made me to probe them. So beware Students, these Universities and centers are looting the students... Owner of one institute whose name is listed in the CPOP center list, but not running any course has revealed that it is lose for the institute as major chunk of the fees collected is taken away by univeristy itself. so he has not started the course.

Yes, there should be rules and oversight to make sure students are not exploited, but this talk of "distance" between states is a relic of the last century.

It is the country of takshashila the first ever university of this world and now these new generation universities are becoming degree mills and govt is doing a job of mere spectator.In this scenario who will help these needy students,they are under loan and how they will be able to start a new career.I feel pity on these two boys and on me also for being a part of country where we have such selfish persons.These officials of IBMR and bharthiar will also be having children,so dont you worry SIR/MADAM their turn will also come..old proverb uparwaale ki laathi me aawaz nahi hoti hai..so just wait n watch

  • Friends my suggestion to you is that instead of messing with them,it will be better for you to look for some other alternate in your career as it will not only consume your time but also your money.As far as kapil sibal is concerned i have full faith in him and our govt they are not going to respond as they all are already very busy in taking corruption to the next level.Unless and until someone of the senior authority of the IBMR or Bhartihar is killed brutally this will go on and on.

  • Corruption is worse than prostitution. The latter might endanger the morals of an individual, the former invariably endangers the morals of the entire country.Its really unfortunate that few people who have money and power in their hands are playing with fate of the country just for the sake their greed. I feel proud of these two brave students who have raised their voice against injustice & fraud done against them and i also feel sorry for all other students of IBMR who are still sleeping. Wake up guys now its your turn....& wake up Mr. Sibal.

  • friends main deepak an naveen ko personaly janta hu,they r my dear one's. main ye comment isliye likh raha hu taki aap sabo pata chale ki in 2 students ne kitna struggle kiya h. inse jhut bola gaya ki ye regular degree h, inhone loan liya studies ke liye aur jab IBMR inst. ka fraud inhe pata chala to inki sunne vala koi nai. humari country ke f*c*k corrupt politicians kuch paise ke liye IBMR inst. ko protect kar rahe h, in students ko threaten karke inki aawaz chp karva rahe h.par kya vo pure india ko chup karva sakte h. NAHI.aap sabke comment padke aacha laga but guys but hume sirf is magazine tak hi nai higher authorities tak aapni baat pahuchani chahiye.ye humare aur humari country ke future ka saval h. hume aapne level pe jo kuch bhi ho sake karna chahiye, in students ka support karna chahiye an i hope aap jarur karenge.

  • Thanks for sharing this valuable articles and good going guys.Someone has to come in front and ask MR sibal about his responsibilities.These institutes are well aware that student will not take risk to fight against them and hence they are growing day by day but these two guys have done a splendid job by giving a stand against them.Good one snd i really will salute you if you take this institute to its right fate as once i had been ditched by a like institute almost in the same fashion.

  • This IBMR seems to be a yet another IIPM.One case was not finished yet and here comes another.I feel pity on these poor students,they all in majority will be from middle class families and got trapped in the clutches of these blood suckers.Our education system needs surely a revolution now and I am getting a feeling that this might be just the beginning.PLEASE TAKE THIS MATTER IN ELECTRONIC MEDIA AND LET THE WHOLE WORLD KNOW ABOUT THESE BASTARDS.Boys take this news to the next level and police might have received a good bribe from these criminals,so take it on your own,dnt let them go.Govt will awake but it need a shake.Hello Mr sibal jaag jao bhaiya else you will be held responsible for the repercussion.

  • I must say that this fraud is a bigger crime even then the Mumbai terrorist attack as the terrorists takes our life and this IBMR and Bharthiar university are giving a reason to the students to become a terrorists. Now the question is that whom to blame the Bharthiar university,the apex bodies of Indian education system UGC,DEC,HRD who are aware of this fraudulent but keeping mum or the students who will became a definition in future as they will be carrying a tag of idiot students of IBMR will get renowned as fools.These CPOP institutes have mushroomed all over India and I dont understand that why Government is sleeping and inviting a revolt from the student community but hats off to these two guys DEEPAK and NAVEEN who got guts to display their name.Indian goverment will never awake until a shake will come to them.I hope career 360 and these guys if possible may bring some fruitful result for Indian education system.All the very best and keep it up.

Tamilnadu state Minister of Education, Chancellors, Registrars, Marketing agents of MS University and Bharathiar University should be jailed and all their wealth should be crocked. IIPM Pony tail cheat and IBMR Jains are paying loads of money to the Police and Politicians to save themselves. In this country, the people like pony tail and Jains should be killed in front of firing squad.

  • MS University is a complete fraud university. They also claim to give degrees to all IIPM students. Now we are inforned that the degree is in question as UGC says that the degree is invalid. Help..Can you tell me whether it is true? If so, the chancellor, the registrar of MS university should be jailed alongwith IIPM's pony tail cheat.
