  • Student Problem 3: Can I do BTech by correspondence?
    Beware of B.Tech offered by
Sir, I am a parent of a student who joined B.Tech offered by                . Sir,                 has been offering various technical/ engineering programmes like B.Tech, M.Tech since 2009 onwards. It claims in its prospectus that its courses are approved by Distance Education Council.

But I was shocked to see the show-cause notice and memorandum issued by DEC to                 stating that the technical programmes are not approved by DEC. How could a government university have conducted the courses which are not recognised by the statutory bodies for so many years? Why have the authorities not taken action for these many years?

    - Careers360 reader Murthy, Bangalore

Core players and where they stand

MINISTRY OF HRD: Very clearly came up with a notification advising DEC not to permit Engineering degrees through correspondencee

AICTE: Has a clear-cut policy of not permitting B.Tech by correspondence (view their notification below).

DEC:  Does not permit such programmes.

    Status quo

It’s a saga of remissness displayed by both the regulating bodies - UGC and AICTE.

The first wave of distance learning (DL) degrees in engineering came when some Deemed Universities like JRN Vidyapeeth started B.Tech by correspondence and began setting up study centres across the country.

On August 9, 2005, the UGC came up with a circular that explicitly forbade distance learning B.Tech programmes.

When the decision was challenged by JRN Vidyapeeth and others, the UGC allowed, quite inexplicably, a one-time exemption to these institutions and permitted B.Tech degrees by correspondence between 2001 and 2005.

The institutes continued to admit students until both UGC and DEC woke up in 2009 and began notifying the correspondence degrees as invalid. JRN Vidyapeeth again went to the court which stayed DEC’s actions in this matter.

Click the image (on the right) to enlarge list of Deemed Universities.

    Four questions arise:

    • l If technical degrees cannot be offered in distance learning mode, how is the government justified in permitting engineering degrees like AMIE and AMIETE?
    • l How can the AICTE come up with notifications regulating universities which are supposed to be outside its purview?
    • l If DEC is against distance learning programmes in engineering, how is IGNOU justified in offering B.Tech?l As a result of the actions and inaction of the regulators, the situation remains muddled and open to litigation. The students have therefore been left out in the cold.

  • sir , very thanx for information . its really very confusing system . i completed b tech from rvd in session 2007 - 2010 throgh distance learning . prior to that i have done 3 yr. diploma in engg from govt.. polytechnic. i am also working with the psu under state govt since 2005 . now its very upset that dec , ugc , aicte not clearly stating about our degree validity . also why not taking any action to close down these institution forever with severe penalty to play with self motiovated student , who beleive them . what is actual status of the b tech degree at present ?

  • distance education is good option in the world.but In india,DEC,AICTE,UGC,MHRD and Univerties, all playing with careers of students, those have already enrolled and even passed out. Some times they say AICTE approval was require, some times say AICTE is not for university and deemed university. Some Govt. universities not taken approval of AICTE even DEC.They say we have our own act. judgements says something.

  • i am diploma holder. i want to complete my b.tech by distance education. Is this degree will be valid for IES,GATE EXAMINATION.
  • gopal | Nov 24, 2011

  • degrees imparted by universities as jnr vidyapeeth, iase by distance mode are totally fake as most exams are given by proxy candidates and the exams are merely eyewash, if anybody wants to confirm go the exam center and most students will not be able to answer the questions correctly but will either cheat in exams or they will simply pass god or the examiner paper checker knows how ? these students are possessing degrees with very high percentages mostly more than 70% I know many people who have done these degrees and they dont even remember which subjects were there in the semester these degrees are mostly done by diploma holder govt employees who do these just for getting degree certificate for getting promotions this is great injustice to students who have done regular degrees these institutes should be closed and the degrees given should be cancelled

  • Mr. Manoj Kamra! Before making any comment, don't be foolish. AMIE has stringent standards. AMIE has a definite time frame. The syllabus is of high standard. It is above a full time degree. Don't use the word fake degree.

I would like to enroll for an M.B.A programme in one of the above list of universities. There are lot of rumors on its validity and acceptance. Kindly clarify.

  • Arup Roy Barman | Sep 18, 2011

  • mr. manoj kamra, pl. think twice before making this kind of false comment. who told you that amie exam does not have time limit? amie exam has time limit. for details go to ieindia.edu. you also have mentioned that most of the diploma holders are taking admission in amie. yes it is true, but do you know how many of them have cleared the amie exam. pl. collect the data. most of the diploma holder first try amie because it takes mostly 30000 to 35000 rs. to complete the degree.
  • manoj kamra | Sep 17, 2011

  • AMIE is entirely fake degree. It has no limit on number of attempts to clear any paper. So every pedestrian having merely diploma doing AMIE and getting declared at par with regular B.E. by our blind HRD ministry. There must be maximum limit on number of attempts to clear a paper and maximum years to clear entire AMIE.Several people in the past cleared AMIE in two decades or more than two decades and promoted to SE/chief engineers. In the light of numerous degree engg colleges, it must be banned. It was started by British govt in 1935 to give promotion to indian supervisors during their service. It was never meant by British govt to make it equivalent to regular degree. Our corrupt politicians have equated it with regular degree.

  • Is B.TECH Of JRN Vidyapeeta Rajastan year 2oo7-2011 recognised by DEC , UGC ,AICTE For employment in CENTRAL&STATE Governments.
  • Arup Roy Barman | Sep 07, 2011

  • I want to make few comments about AMIE. Duty of All (AICTE , DEC) These regulatory bodies are to maintain the standard of our Education System. In case of AMIE or AMIETE etc., These Institutions are maintaining their Quality for so many years and pass percentage of these institutions are also very less. Where as in case of most of the universities those were offering BTech in distance mode their, quality is very poor and passing those exam is very easy. I Know about the quality of AMIE because I have done AMIE(E&c), 'A'-Level of DOEACC and MCA From IASE university in distance mode.
