    • VALUE PROPOSITION of a foreign university still remains intact, but validity is a huge question mark

VARUN* feels cheated. His one-year Master’s degree from the UK hasn’t held him in good stead in India. Till a month back, Varun was an Assistant Professor in one of the well known colleges of Tamil Nadu. Today he is under termination notice because the college declared his UK Master’s degree null and void.

That he has a one-year Master’s degree from  London South Bank University, was known to the college at the time of recruitment and it was fine with the college. But after three months, due to reasons best known to the college, it decided his degree was not valid.

An embattled Varun is now taking his matter to court to get an extension on his termination notice from one to at least three months. The 32-year-old is also worried about his family whom he had re-located because of the job.

Varun’s case is not isolated. Another student Vaibhav*, a 2009 student of MSc (in International Business) from Nottingham University Business School, UK,is also on the same boat. A dismal economic condition forced Vaibhav to return to his base, Rajasthan in 2010. Upon his return when he applied for PhD at a government university, he was rejected.

Both of them don’t regret their decision of UK studies. The exposure gained was remarkable, they say. What bothers them is their academic fate in India, which seems gloomy.

An academic set back: UK master’s degree
Indian government doesn’t recognize UK Master’s programme as it is of one-year duration. So students who have completed one-year UK Master’s can’t pursue further education at any stage of their career, unless of course they backpedal to add two–year PG degree on their academic records. One year of UK Master’s, for all academic purposes, is a worthless degree in India.

“Ironically, Indian government recognizes distance-learning programme of two years in India, over a full-time, rigorous programme,” says Varun. When he had enrolled in the UK programme, he was unaware of the regulation. Having cleared UGC-NET exam, he had all plans to return and pursue his love of teaching here.

The Association of Indian Universities (AIU), a government-aided body, responsible for granting academic equivalence of degrees/diplomas doesn’t accord equivalence to UK Master’s programme either. AIU declined to provide equivalence certificate to Vaibhav. Varun too applied and had to take several rounds of follow-up visits to the AIU office, only to get “no” as an answer.

However, UK aggressively promotes its Masters programme in India. UK universities conduct regular education fairs, either in tandem with British Council, the official education and cultural body of UK, or independently. But no official disclaimers about the invalidity are issued during these fairs.

“Fund-starved UK colleges fish students from India, but they don’t run disclaimers about limitations of UK degree in India”

The lenient attitude of Indian government hurts the academic careers and research interests of Indian students. Most education agents too, don’t reveal such details to unassuming students either out of ignorance or on purpose. So, while selling of Master’s to students is done with full enthusiasm, no eagerness or interest is shown towards disclaimers and caveats. Newcastle University, for instance, is launching six Master’s research programme and 19 PG programmes. Its India office is engaged in advertising its launches, enrolling and sending students to parent campus too, but doesn’t inform about this limitation. When inquired by Careers360 on academic worthiness of UK Master’s, it said, it prefers not to reply to this particular query.

University of Nottingham, alma mater of Vaibhav, too, has been running its  Master’s programme in collaboration with one of the leading Universities of South. There are several others. The programme field ranges from medical, allied medical to engineering and MBA. “Engineering degree in UK is of three years and is not recognised in India,” says Ravi Lochan Singh, an expert in student counselling. One year MBA too is restrictive for students who wish to pursue MPhil or PhD at later stages of their profession.

      Education reforms: A mirage?
Unfortunately, most students are unaware of this fact. A one-liner mention regarding de-recognition lies buried in the AIU website. But clearly it fails to fulfil its purpose. Small wonder then, why it doesn’t occur to potential students to question the agents and university counsellors on this aspect. Collaborating Indian universities give self-disclosures a beating. The much touted education reform measures don’t highlight any action taken on this front, if taken at all. A simple initiative like an attempt for equivalence is still to be sought. “The providers and authorities have not even lobbied the case of the graduating students from UK to seek their qualification to be equal to Indian qualifications,” says Ravi Lochan.

Careers360 approached AIU with the queries, but, in its defence, AIU delivered its refrain: “Decisions of these matters are taken by Ministry of Human Resources. We just implement.”

Indian banks uninhibitedly disburse student loans for Master’s. One could argue that banks are not incumbent to investigate this aspect and they are just disbursers, then by the same token, banks should also extend loans to domestic programmes falling under “de-recognised” list a la UK Master’s. A query placed to the Reserve Bank of India, which issues guidelines to banks on student loans, elicited no response.

Maybe the image of banks in the mind of students needs an over haul. Till now, applicants placed a certain degree of trust on the veracity of a college and its programmes when their loan applications are approved. It seems it’s time to re-work on that trust, says a student. Loan expert, Harsh Roongta, CEO, Apnapaisa.com, says that students should do their due diligence. “Banks can’t be held responsible.”

Disappointed by Indian directives, Vaibhav sought answers from the British Council. However, the Council responded that it does not offer equivalence certificates and that “recognition of overseas degrees is guided by Government of India regulations”. The present regulations are drawing fire. Says Mr Lochan, “Before lobbying for work-rights for Indian students in the UK, India first needs to give our students the right to work in our country.”

Today Varun finds himself jobless, helpless and hopeless. Vaibhav doesn’t feel any different, especially when he has to constantly look over his shoulder for working as a faculty member in one of the colleges, albeit, illegally. While they despair over their future, prospects of other academically inclined and research-oriented students continue to move towards a question mark.

    • From doing homework, getting required certificates, arranging huge funds and loans, travel, stay, etc etc.. the students go to UK and come back to such a fate!! No-one guides them on this as everyone has a cut in it.. Our Indian laws are so medieval... why send our students to top univs abroad if on return, they have to go through this painful reality? sic

    • i m planin to do my msc in management from france(euromed business school) course is of 1 year.is it worth doin???
    • Merlin Jose | Feb 08, 2013

    • Does this issue concern only UK Master's degrees or is it the same for a 1 year Master's from any country? Reason being, I am planning on doing a Masters in Engineering which is only a 1 year course from Australia. And later, I ill mostly do another 1 year course again in Masters in Business Engineering. So it will be a dual Masters degree but each course is of 1 year duration. Will this pose as problem?

    • I have same problem.i have completed my Masters in Automobile engineer from University of Hertfordshire and i am also struggling for getting job. When i applied for associate professor job what i found my 1 year MSc is not valid.even i tried to applied for phd but i found same problem. My advise to people who wants go for further study in U.K don't go there U.K government just fooling Indian students.

    • I am also struggling to get out of this. I completed my MS.c in Biotechnology from University of Hertfordhshire in Feb 2009. I applied for job at CDRI Lucknow. But some admin person not allowed me for interview at my degree is for 1 year duration. In India what they teach in 2 year can be learnt more perfectly and practically in 1 year in UK. And I guess British people are not a foolish people to assign master degree without judging the knowledge of the person. If Indian govt don't want to recognized such degree( 1 yr duration) than why they allow foreign university to come and put education and admission fairs in India and more over why Indian university and research people follow British research in books and copy there work without taking patent right. AIU should re council them self on this decision.

    • Govt is more intrested in corruption rather than academics of indian youths...Never took any decision or counsel student on academic issues..see there websites ..many of them are not updated since 1-2 years..take a look at Distance Education Council (DEC), which Govt bost of sole regulation agency in India for distance education programms..No proper info is given about all university programs that are recognised and other which are not recognised..UK degrees are valid and recognised all over world then why not in india...? Is Indian educational System better than UK? If UK degrees are not valid then our PM is having invalied degree from uk.. 3 years ago IGNOU started engineering diploma and degrees programms through Distance mode with some colleges, but suddenly after 2 years it was stopped midway...why? what about those student who spend 2 years ? forget uk, but even I hold 3 years Adv Diploma in german language ,that too from govt recognised university but my fate ? after completing diploma successfully my application for MBA and Jobs were rejected by many universities and companies..reason? This diploma even being of 3 year duration is not equivalent to any degree...admission criteria is 10+2, so if had I done even any basic degree like BA/Bcom that would have landed me in a decent govt job n further education but after spending same 3 years I m no where to go...I wrote to many govt org. but they dont have time to reply me... OK I finally asked them totell me anyother way to convert my diploma into degree, may be there is further 1 year duration program for diploma holder to get degree...but there is no such way ..not in whole india..that means I m stranded midway ...no where to go..what the heck such rules n regulation...My 3 years are wasted and after that I m back to square one..I Started again from first year for BBA degree...no ministry of education is taking our education seriously..no proper programs..not valied degree/diploma...just for the sake of money they recognised colleges and programms which are of no value and not upto the mark...no infrastucture...

    • Giri | Nov 06, 2012

    • me too did my degree from University of Sunderland M.Sc Intelligent Systems........and I was facing the same situation though finally I end up with doing an Indian Master degree again..................this is really ridiculous the rules what we have in India......we should kick the government and close all the consultancies who send students abroad......when a degree obtained by BITS pilani (MS distance course), M.Sc degree from Manipal university are recognised by UGC then why not UK degrees.....let me tell you UK degrees classes will not happen weekend it will happen everyday mind it.......how come Master degree in information technology obtained in Agricultural University is recognised by UGC........do you think Agricultural University will guide you properly in information science field...........not only this we have many examples where many Indian degrees are recognised in this sense.......to be known Universities which comes under Commonwealth universities list are recognised all over world......why not in India......does only duration matters to become a master or doctorate...........?
    • Soumya Ranjan Sahoo | Nov 06, 2012

    • Yes i am facing the same issue. I have passes M.Sc in Wireless Communication from University of Southampton in February 2012. My application for Ph.D at IIT Madras and Delhi has been declined due to 1 year master. Even when applying in colleges for faculty position, nobody in entertaining my application stating the same reason. I am struggling to get a decent job.
