Considering your percentile your rank would be roughly around 145000.I have assumed you to be of general category and I will be saying your chances without considering Home-State Quota.
Considering that your chances of getting BTKIT with CSE are slim,the cut-offs for CSE go around 70,000.However you can try for other SGFTIs in your state and other decent colleges,to help you with that I will be providing you with the college predictor link.

It is not possible to say as you may or may not get admission into BTKIT DWARAHAT as the selection criteria depends on the seats available but you may apply their for counseling process.
In each branch BTKIT they reserve 2% For kashmiri migrants and 10% for other state quota and also 5 % for NRI's.

As you did not mentioned the Category wise cutoff list, so I am mentioning about the generally expected cutoff as per the previous years cutoff lists, as if you bagged about 90 percentile of marks or near about 70000 to 80,000 rank of JEE main and under 3000- 4000 ranks in state exam , then you will for sure get selected to one of the good core branches of this college.

Hello student. YOu have not mentioned the category. But 37 percentile is a bit less. So, there are very less chances for you to get the seat over there. There are reservations and quota too. SO if both of them exist for you, then the chances of getting seat might improve.
You need a all india rank of approximately 2 lac minimum and state rank around 3000 minimum to get into core branches in btkit dwarahaat.
To get top branches like mechanical and computer science engineering, you need all india rank around 1.5 lac and state rank approximately 2500.

Anything above 95 percentile is enough to get you almost any branch in BTKIT Dwarahat if you belong to general category and other state and anything above 90 is enough if you have reserved category. Home state quota is also applicable in BTKIT therefore most of the seats are reserved for home state students. For home state students, you can expect top branches at close to 92.
