you can join in B.tech computer science as lateral entry after completing of diploma. as b.tech will be only for three years for the diploma holders.
There are seats available in many colleges to get direct admission in specified branch. These seats are under management quota. one should pay the management fee and the college fee so that they can get direct admission in b.tech in any branch. This management fee is different in every college.

I would be judging these two colleges in terms of three factors :-
Regarding placements if you are opting for non core branch in kiit bhuvaneshwar then you would be having upper hand rather than in cipet Ahmedabad. In case of engineering you should opt cipet.
The campus life in both these colleges is a strict one and you don't have the freedom to do anything or roam around after a particular timing in the campus.
In ROI factor cipet ahemdabad will be better because on investment of 10-13 L you would get a decent placement whereas in kiit bhuvaneshwar it would cost around 20L .
