If u have an 8 percentile rank, you are not eligible to study in almost all the colleges, government and even private. However, you can google about cutoffs in some private colleges. Search mostly in your own state, maybe there is a chance. If you have a chance to study again, do so.
Actually nodal centre is in odisha and I am from Maharashtra that's why I am that curious to know about all these stuffs...

In my opinion, Siksha O Anusandhan is better than CVRaman for computer science engineering.

The answer will be know because the CV RAMAN college of engineering provides only a 10% quota for the other states selection via JEE mains marks,and those seats do not accept the rank of 30 k for IT/CSE branches as they are the most demanded branches ,however you might be able to approach the college for management quota but the capitation fees may be very high due to the name the college holds and you are not from the home state,orissa.
So, you either approach the college to secure admission via management quota ,if you really want to study in that college, or you just go for other better colleges in you homestate or some otehr state that accepts your marks for admission without high capitation fees.
Dont lose hope ,you have scored decent and considerable marks!
so,you will definitely get a better college that you deserve!
