First of all since you belong to UP and hold the domicile of UP then you are eligible for government seats in UP as well as government quota seats in private medical college in UP.
But if you want to apply in shri guru ram rai medical college, which is in uttarakhand then you can do so through management quota. You need to directly contact the college to do so.You cant apply for government quota seats if you dont hold the domicile.
With this its difficult but theres no harm in giving it a try.
You can try in deemed universities chances can be better

Though you belong to the OBC category with such a low score you will not get a seat in a private college through Counselling. It's too difficult to get any seat through counselling. But as you have qualified the exam you can opt for management quota seats of private college. You may get a seat in any private college through management quota. But there is some disadvantage. Firstly the high fees and an additional charge which is also high. You may get a seat in private college for management quota. So you can try.

They are self financed government Quota seats and self financed Management Quota seats.

For MBBS in govt college, the total amount is near to 4 lakhs.
For MBBS in private college, we can expect a good amout near to 60-70 lakhs.
