Hope you are doing absolutely great.
So with regard to your query, yes you can do a PhD in agriculture in America or in any other country after completion of your BSc agriculture in India. It is possible.
Generally one can do PhD only after completing Masters but it is not that mandated to complete the course, you can directly do PhD in abroad.

So as per your query the cutoff Mark's for the course of MBBS in defense quota is reserved for 20% of the seats and you can get the seat basing upon the merit list provided by the each university. However the cutoff Mark's for the defence category ranged between 200 to 449.
