AI and ML are the hot topics in research in the field of computer science today and if you are given a choice between IISc bangalore and IIIT Hyderabad, go for the IISc.

Yes you can apply for poly after your 10th as the polytechnic is an equivalent to 12th and the final year that is the third year is equivalent to first year of btech.
So if you want to apply for poly you can apply in any branch you like, CS and IT are the most sought after branches nowadays.
