Dear Devvrat, the upper age limit is 22 years as on 01.07.2019 for General and OBC candidates and upper age limit is 25 years as on 01.07.2019 for SC and ST candidates. As you are 19 years, you fulfil this criteria. Coming to the educational qualification, Plus two level exam in the 10+2 pattern of Senior Secondary education of any recognized State Board/Central such as State Boards of Secondary Education, Central Board of Secondary Education (CBSE), Council for Indian School Certificate Examination (ICSE) and It is compulsory for candidates to have English as one of their subjects in 10+2. English has to be a subject of study (functional, elective or core) and it is compulsory for candidates to pass in it. So you meet this criteria as well. So you are eligible for this exam.
