It would be very difficult to get a good college at your 12th percentage and most of the good colleges demand atleast 75% score in PCM. So you should either go for a drop or can choose a very low ranking college which won't be recognised. So answering to your question Yes you can get admission to Computer Engineering in a college, but it won't be recognised.
So I leave this decision upto you

Engineering colleges are giving admission on the basis of only PCM percentage they are not caring about your total percentage.
And 44% is very less
I don't think that you will get any good engineering college by these marks
I will suggest you do 12th again by UP board or NIOS board by and then take any good college and prepare for jee mains also with your 12th.
And tell everyone that you are dropping this year for the preparation of jee mains so that no one can finger you for your low marks or repeating your 12th
And give your best for jee mains preparations

Your PCM aggregate doesn't matter. If your overall board percentage is less than 75% or you're not in top 20 percentile of your board then you won't be eligible for admission to NITs, IITs, IIITs or GFTIs irrespective of your percentile.
