First of all ISM is now converted to IIT so the level of college as well as placements have been improved a lot.Now coming to your question on Electrical Engineering,so electrical is a core branch of engineering and you have lots of opportunities being an IITian.Best choice at ISM will be mining as it is one of the oldest and well known college in mining.EE have a good placement record but if you are getting one of the old IITs then please consider them either ISM is not bad and has talented people there.Also you can show your coding skills after joining EE also so don't worry about that.

This department doesnt have an alumni base,nor any recognization.Even there some company that recruit from Jadavpur University doesnt come here for electrical. Moreover the department doesnt have good faculty with industrial contacts and not at all supportive.They will push you from the very first day to prepare for gate or you will be having no option.
Even if you dont care much about academics or placememt and just want to have a beautiful 4 years enjoying the campus life then also you are in an illusion.The infrastructure is very pathetic and even bad Compared to the new iits. The campus is very small,dirty,and there is no proper canteen and no food court at all.

As it is an IIT, hence all of it's branches are considered as good including Electrical Engineering.
But you have to choose the best out if your rank.

electrical engineering is a tough branch and you should definitely see the syllabus first.
If you are not interested in cse and have an interest for electrical then definitely ism is a decent choice
But if you are ok with lower branches then you can apply for older iits like iit delhi,iit kharagpur ,iit bhu
ism lacks alumni network which might be a concern but if you want electrical then it is a goo choice.
