Yes, one can fill the round 2 form directly if he/she misses round 1.

Since, CAP allows Candidates to fill in option form every time. It is compulsory to fill form in every round and to confirm it.

You can simply go to website and there you can get the button NEW REGISTRATION at the time of Option Form filling for Round 2.
