Actually the Eligibility for JEE mains is 10+2 is for sure ..but the thing is that for diploma holder to appear in JEE Advance , a diploma holder can apply in JEE Mains 2019, but your rank and score in JEE mains will not be considered for admission in NIT's and CFTI's

Diploma holder students are not eligible to apply for NITs.

You can appear for JEE Main exam to be eligible for JEE Advanced exam. You can take admission in IITs but in 1st year of engineering. .But for filling jee mains application 12th boards details filling is mandatory So if you have done diploma after 12th then you are eligible.
.However you can do engineering by applying for the colleges which has BTECH (Lateral entry). course available which can give you admission directly into 3rd semester.

NO, you can join IIT, you will be able to appear in JEE mains but the result of this willl not be considered for NITs, After mains you will have to go for JEE advance and then only will you be able to get into IIT 1st year.
But theire are other universities, which can allow you to join 2nd year directly as a lateral entry. NOt IIT.
