ER means essential repeat,

It's showing ER because you must have failed in those 2 subjects of semester 1.

Now,

When you fail in a subject or two, it's not like they don't let you move in the next semester but rather you get promoted in next semester and then you have clear your backlogs i. e you will have to pass the subjects in which you had failed.

So , you had got promoted to semester 2 even after ER in 2 subjects in semester 1 but you cannot move to semester 3 without clearing ER of semester 1
