Maharaja Sayajirao University of Baroda Public university in Vadodara College This college have all the basic necessities that should be in a college. Good infrastructure, great academic blocks, attractive classrooms are there. The main attraction of the university is their library. It is the most hi-tech and beautiful library I have seen in my life.

College Infrastructure
The university have all the necessary infrastructure, facilities and equipment like libraries with thousands of books,hostels for both girls and boys,canteen with hygienic food etc..all of the facilities are available for students and are well maintained.

It is  possible that you might still be able to apply for admission to the Faculty of Commerce at MSU Vadodara with your OBC certificate, even without a non-creamy layer (NCL) certificate at this time.
Check the Faculty of Commerce website for admission guidelines or FAQs. They might have information on the NCL certificate requirement and the process for submitting it later.
Call or email the Faculty of Commerce admissions office. They can provide the most up-to-date information on the NCL certificate requirement for OBC candidates and the procedure for submitting it later if allowed.

If you are asking about Michigan State University then the answer is no. Michigan state university is located in United States and it doesn't give admission for the students based on JEE Main scores. JEE Main scores are used for admissions to engineering and architecture programs in India, not for admissions to universities in United States.
To get admission in MSU for B.Pharma you need to fulfill the requirements set by the University. You should take some tests such as SAT, ACT , English proficiency tests like TOFEL, IELTS.
