What is the full form of NCSK?

NCSK stands for National Commission for Safai Karamcharis. The NCSK was established on 12th August 1994 following the NCSK Act of 1993 to advise the government on certain programs for the welfare of Safai Karamcharis. The act was extended first till 1997, then till March 2002, and further extended up to February 2004. In 2004, the Act lapsed with no further extension.

With lapsing of the NCSK Act,1993 w.e.f. 29th Feb 2004; the commission is acting as a Non-Statutory body under the Ministry of Social Justice and Empowerment.

According to the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, the NCSK has been tasked with overseeing the Act's implementation, providing advice to the National and State governments on how to do so effectively, and investigating complaints of Act violations or non-implementations. The act defines manual scavenging as "removing human waste from municipal streets and dry latrines, cleaning gutters, septic tanks, and sewers."

  • Four representatives, including a female member (having the rank of the Secretary to the Indian Government)

  • The Secretary (having the level of Joint Secretary in the Indian government)

  • Other supporting staff.

Manual Scavenging In Country

  • In July 2021, the government announced that no deaths from manual scavenging had been documented in the country; nonetheless, the administration confessed that 941 sanitation employees perished nationally while clearing sewers and septic systems.

  • Although manual scavenging is nearly extinct, occasional occurrences do occur.

  • The hazardous maintenance of septic tanks remains a top concern for the government.

  • The practice of Manual Scavengers has been banned in India.
