Dr. Bhupen Hazarika Regional Government Film and Television Institute or DBHRGFTI began its journey in 1999. It is a leading autonomous institute located in Guwahati, Assam. This co-educational institute is a prime example of excellence; set in 10 acres, it specialises in shaping talent in the fields of film and television. It is approved by the All India Council for Technical Education and offers a mix of both technical and creative education to its aspirants. The college encourages care and quality education, with a total enrolment of 68 students and 14 members of the faculty. DBHRGFTI provides four diploma courses designed to each aid for distinctions in the film and the television arena. 

The facilities at the institute are impressive; they provide the support required by their students towards meeting their learning requirements. At the heart of DBHRGFTI is its well-stocked library, housing 858 books in various languages, covering subjects from audiography to film direction. It also comprises an expansive collection of 362 films in DVDs and CDs, reaching from world classics to Indian cinema and international films. There is an e-library facility on the premises, which helps students in research capabilities. The institute has departmental labs that offer hands-on experience, important in respect of the technicalities surrounding the production of films and television. The excellent IT infrastructure of DBHRGFTI shows the commitment of the institute to being contemporary and to prepare students to be comfortable with the latest technological tools within the industry. 

DBHRGFTI has four full-time diploma programmes specifically tailored to a precise area of specialisation within a film and television industry. The total approved intake for the institute is 50 students in all courses. This institute is providing three programmes separately, such as 11 seats for Diploma in Audiography and Sound Engineering, Diploma in Film and Video Editing, Diploma in Cinematography, while providing 17 seats for a Diploma in Fine Arts programme.
