  • On 7th January 2011, AICTE, a regulator, came up with a notification which willy-nilly said that all autonomous PGDM programmes will have to follow a host of new rules, including ceding admission process to respective State governments and following a model syllabus which does not exist, amongst other things. Different courts have temporally suspended these notifications.

    On January 19, 2010, the Ministry of HRD lobbed a bombshell. Citing the report of a committee of eminences, it submitted to a court of law that 44 deemed universities would be divested of their status. Other than nice homilies about protecting the interests of the students, the proposal had nothing concrete in that direction. Thankfully the court set aside the decision and now, one-and-a-half years later, nothing is clear.

    Go back a little further. On 3rd June, 2009 the Minister for HRD unveiled a 100-day plan for education, which included five new bills focused on cleaning up different aspects of higher education. Three of the bills including one that is aimed at preventing malpractices in education continue to be in cold storage.

    If we travel back in time further, on 2nd February, 2005 the Supreme Court of India ordered the closure of 100+ universities operating out of one room tenements. And now some State governments are passing orders similar to the ones struck down by the courts. It is another PIL waiting to happen.
    From MBA to medicine, from certificate courses to foreign education, there are multiplicity of rules, confusion on jurisdiction and contradictions between different regulators. And invariably courts have become the alternative. But long-term solutions can come only from the Government. And creation of new bodies is not an answer. Neither are new bills. All it requires is tweaking of the existing policy regime with student welfare in mind. Unfortunately that does not happen at all.
    In each of these policy quagmires, it is the hapless student who is the victim! Universities are recognised and de-recognised on a whim, institutional approvals are provided after the start of the session and at times colleges with no resources and poor faculty strength are given approvals. Disclosure norms are observed in breach and in most cases, educational policies are driven by courts.
    This situation is bad for the students and bad for the nation.     Let us together attempt to clean the system and bring the student back in focus. As a nation with over 40% of its population who are young (less than 25) we deserve a cleaner, simpler system that has student welfare as its core.

  • Most of the students who are doing B.tech.and M.tech by distance mode are either innocent or they don't want to face the truth.It is the moral responsibility of the DEC to spread its policies specially on distance education by publishing them in local and national newspapers.Help of TV channels may also be taken.Everybody has the right to save his/her hard earned money and time Thanks.

  • Beware of B.Tech offered by KSOU Sir, I am a parent of student who joined in B.Tech offered by KSOU draw the attention of media to highlight the below problem. Sir, KSOU is offering various technical/engineering programmes like B.Tech.M.Tech since 2009 onwards. KSOU is claiming in their prospectus that the courses offered by them are approved by Distance Education Council. But I was shocked by seeing the Show-cause Notice & Memorandum issued by DEC to KSOU stating that the technical programmes are not approved by DEC. In response to the Show-cause Notice & Memorandum, KSOU replied to DEC according to KSOU Act-1992, KSOU is empowered to start any programme there is no need to take any approval from DEC & AICTE. Sir, it is worth to mention here few points: 1) All the Universities including KSOU received a letter stating that the joint committee of UGC-DEC-AICTE has not yet accorded approval to BE/BTech programme of any university offered through Distance Education mode in gross violation of recognition policy of DEC & the joint committee of UGC-DEC-AICTE. 2) The Dept. of Education, Ministry of Human Resources Development, Govt. of India notified vide the Notification No. 44 dated 01-03-1995 published on Saturday, April 8th, 1995 in the Gazette of India that: “on the recommendation of the Board of Assessment for Educational Qualification, the Government of India has decided that all the qualifications awarded through Distance Education by the Universities established by an Act of Parliament or State Legislature, Institutions Deemed to be Universities under Section 3 of the UGC Act, 1956 and Institutions of National Importance declared under an Act of Parliament stand automatically recognized for the purpose of employment to posts and services under the Central Government, provided it has been approved by Distance Education Council, Indira Gandhi National Open University, New Delhi – 110068.” 3) AICTE in their public notice Advt. No. UB/03(03)/2010 stated that “It has been the policy of AICTE not to recognize the qualifications acquired through distance mode at Diploma, Bachelor and Master level in the field of Engineering & Technology”. For the above three points KSOU showed various reasons it will not be applicable under various Acts and Court judgements. Sir, here I am not questioning the powers of the University to conduct B.Tech. Programme, the main concern is what is the student’s future after acquiring the above said degrees. Sir, for a common student it is very difficult to understand the Acts & Court Judgements. Sir, we all aware it is the dream of every Diploma holder to become a Graduate Engineer. By seeing the KSOU technical programmes thousands of students want to fulfill their dream by paying fees from their meager earnings with the ray of hope that they will get better opportunities in Govt. sector after getting the B.Tech Degree. Sir, still I am not able to understand how a Govt. University will award degrees which are not useful for getting govt. jobs? How a govt. University can conduct the courses which are not recognized by the statutory bodies for these many years? Why concerned authorities not taken the appropriate action for these many years? Let us together attempt to clean system and bring the system that has student welfare and interest of its core. I request the news media to focus above problem so that sweat and toil of youth are not wasted.
