Hindi is one of the official language of India and there are many Hindi medium institutes and schools, where students are taught in Hindi only. Schools like Kendriya Vidyalaya, Government Senior Secondary School, Sarvodaya Kanya Vidyalaya, etc. are providing education in Hindi only. In colleges also, there is not watertight rule of teaching in English only, teachers also use Hindi. So yes Hindi me bhi padhai hoti hai.
Language is just a way of expression and someone who knows English is not necessarily have more IQ than one who does not know. But one must take initiatives to learn it, because it will help you in foreign countries also. Even if someone does not know English, there is no problem.
