Rajkiya Engineering College, Azamgarh was established in the year 2010. The college was established by the Government of Uttar Pradesh and was formerly known as Manyawar Kanshiram Engineering College of Information Technology. The campus is spread over 14 acres of land. I am sorry to say but your jee percentile is very low and i am considering you as general/obc category so you cannot get admission to any of the colleges through josaa in session. I would suggest you to go for session 2 and also keep private colleges as a backup as that would be a much safer option.
If you are from PWD category then you do have chances to get in the colleges. However cut offs depends on the choices filled by the candidates, number of vacant seats in college, difficulty level of the paper.

You will find, however, that books contain vast knowledge, ideas and information that will help provide giant leaps in your understanding of the world.
