Because in course like B.Tech. there is an option of lateral entry through which you can get direct admission to 2nd year of the program, provided that you must have completed diploma before your first year or as you qualifying examination. As per New Education Policy you are allowed to change course as well as college in mid of the course but it is not yet implemented pan India, so I would recommend you to go through the rules of your college regarding admission withdrawal during the ongoing course.
