I m persuing civil engineering, right now i m in 2nd year of btech. My only target is to secured is best rank in GATE. But im lit bit confused. After achieve a good rank where will i go? Its PSUs or IITs? Can anyone help me out of this... Thanks.
After qualifying Gate with a good rank you have many options to get in.
Previously Gate score was only useful for getting admissions for M.Tech. But now you can even get a job opportunities in PSUs , private sector as well
If you are willing to do M.tech in IITs and NITs then you can go with it.
If you want to choose a job go with it.

I have cleared MHT-CET exam with 79.45 percentile, can I get the admission in core chemical engineering at LIT, Nagpur or ICT mumbai, I m in OBC category

See there is no 100% accurate method to calculate rank from percentile but if we go through previous years trends than on such percentile your rank is expected in the range of 32,000 – 40,000. Note that this is not your exact rank because it might have slight variations to the actual rank.

On such rank and category it's quite difficult to get seat for Chemical engineering in ICT Mumbai through MHT CET Counselling because if we go through last year's data then it shows that last year the closing rank for ICT Mumbai was 583 for BE Chemical Engineering. And also let me make you clear that Loyola Institute of Technology is situated in Chennai not Nagpur and therefore it does not take admission through MHT CET score.

can i get Lit kanpur for chemical with 82.9 percentile in CET i am gen. and all india candidate

Laxminaratan Institute of Technology, kanpur is a government Institute and hence cut offs are higher.
2019 LIT cut off for chemical engineering - last rank ( home state) was 4864.
In 2018 LIT for last rank to get chemical engineering was 5510
Hence it is difficult to predict whether you will get seat in chemical engineering in Lit or not. Cut off also depends upon many factors like number of candidates qualified, availability of seats etc.
