Hemvati Nandan Bahuguna Garhwal University, Sri Nagar was established in 1973 as one of the state universities in India. There is no major cut off that is released by the university. Most of the UG admissions (except B. Tech) is made on the basis of merit, and the cut off for B. Tech courses depends upon the cut off published by IIT Mains authorities. For MBA too, the cut-offs are released by CAT or XAT or MAT etc. For PG courses entrance test, the names of the candidates shortlisted are published on the main website.

On July 17, 2020, the university published the application form HNBGU 2020 for UG and PG programs in online mode. Applicants can submit the application form either online or by post. Applicants must complete and submit the application form for HNBGU 2020 and pay the required application fee before the last date of submission. The university will offer seats for admission to the UG programs based on the last qualifying examination marks. The entrance exam will be conducted by the University for B. Pharmacy and PG courses. The shortlisted candidates will be invited to the counselling session to apply for admission. The university officials will verify the original documents of the qualified candidates during the consultation of the HNBGU.

The University is having its own dispensary situated in the Birla Campus, Srinagar Garhwal. The University started the dispensary in 1997, which was established permanently in 2004. Dispensary prescribes all medicines available free of cost to students and staff.
HNB Garhwal University Library System started its journey four decades ago with the establishment of the University in the year 1973 as a central facility for meeting the information requirements of the academic community of the university. The Central Library of HNB Garhwal University has been shifted to its new permanent Central Library building and started functioning in 1989. The new building is having a total plinth area of 38,700 sq.ft. (appx). The Central Library a three-story building at the Birla campus is having a reading facility for a capacity of 200 users at a time. Apart from the Central Library at Birla Campus, a well-equipped library at Chauras Campus has been established in the year 2003 which is having a very good collection, especially on the subjects like Science and Technology and Management. Both the campuses (Tehri and Pauri) of HNBGU are also having libraries with an excellent collection of learning resources.
The University has sports facilities for all students. University was established in 1973 and the importance of sports and games was given on top priority to a developed infrastructure of sports like a stadium, indoor halls, and playfields. Late Hon'ble Vice-Chancellor Prof. S.P. Nautiyal took initiative towards the developments of a sports stadium at Chauras Campus. Chauras Stadium was built in 10 thousand square meters and facilities like Track and Field, Football, Hockey, Cricket, Volleyball, Handball, Etc. facilities were developed with the hard work of Shri R.P. Tamta, Secretary Sports, and his staff Shri Digambar Singh Rawat, Shri K.K. Chandola and Shri Ramesh Rawat. After becoming Central University a new post was sanctioned as Director, Physical Education and a special grant was sanctioned for the development of sports facilities under the 12th plan.
The University has an excellent IT Infrastructure facility for the students. A Laboratory having 2 Mbps leased line with 24 IBM P-IV, Server, etc. machines in a Client/Server architecture, have been installed at Central Library, for the purpose.
Three auditoriums are available in Srinagar Campus with a seating capacity of 370, 150, and 300 respectively. The auditoriums are with the audio-visual system.
