Looking at previous year cutoff trends the you have a fairly good chance of getting a seat. the cutoff weightage for bsc agriculture goes around 66 to 50. So you can go for the institute of your choice. you may also visit the official websites of these colleges for further details.

Though the results for OUAT UG 2020 have been already declared, the counseling has not started. So, we do not know the cutoff weightage for this year. According to previous year's cutoff weightage for OUAT UG, it is expected that this year for general category the cutoff will be as follows:-
For reserved categories the cutoff weightage can lower by 5 to 10 marks and may decrease more in spot rounds for all the courses above.

Your OUAT weightage is calculated as follows:-
(1/4)(10th %)+ (1/4)(12th PCM/PCB average %)+ (1/4)(Marks secured in OUAT UG entrance test)
You have not mentioned your 12th PCB/PCM average %. With all the information you provided, your OUAT weightage will be calculated near about 59.85 which is really less. With this weightage, it is not possible for you to get BSc Agriculture in OUAT BBSR, Bhawanipatna or Chiplima(cutoff weightage=68.5-77). You can not get BVSc, horticulture of fisheries too as the cutoffs are higher, around 70+. You can get BSc Forestry as the spot round cutoff weightage was around 58 in the previous year. But seats in BSc forestry are less, so chances are faint. But you only have chances for BSc forestry and BSc home science(spot round cutoff weightage in previous rounds was 41.75).
If you hold any kind of reservation, your chances to get horticulture may be there in spot selection.

You must know that OUAT rank is decided by calculating your weightage including your (1/4) marks in OUAT CEE entrance,(1/4) 12th %(PCM or PCB average) and (1/4)10th %. Your calculated OUAT weightage marks is 65 .(you have not mentioned your PCM or PCB average marks of 12th, I calculated using the data you provided).
According to previous year trends, it is evident that it may be tough for you to get a veterinary seat as the cutoff weightage for the last years has been more than 71.5. You have not mentioned your category. If you hold category reservation, you may get a veterinary seat. (Assuming you are a PCB candidate)
But you have good chances to get BSc(Hons) Agriculture, Horticulture, Fisheries, etc. if you are PCB candiadate as the cutoff weightage for these courses is below 70.
If you are a PCM candidate, you will most probably get a seat for B.Tech agricultural engineering.

A cost sharing seat refers to self-financing seats. The difference between that and a free seat is that in the latter you pay the admission fee at the time of first admission and the rest of the years, its free of cost except for a nominal registration and other miscellaneous fees. But for a cost sharing seat, you need to pay your readmission fee every year (which is often the same as the first admission fee).

I was a student of ouat, all the infrastructure in our college is perfect, we have laboratories for respective departments. Lecture Halls are excellent with 100 seated gallery system, Air conditioner and smart board. Ouat library is outstanding and it also has e library along with free wifi.As per the hygiene it need improvement.
The college infrastructure was average but it was located in a safe and convenient area which is close to all daily requirements. Classroom were big enough but they didn't have enough rooms for other facilities.
It has all the necessary infrastructure required to study well. Facilities are provided. Equipments are supplied. Labs are updated with latest technology. Class rooms are air conditioned, with smart boards installed. Wifi is there in college.
