All that is needed to do any action relating to your membership with ICAI, first thing is you must login to the SSP, Self Servicing Portal of ICAI, by creating login and password, and submit relevant form there, perhaps you would be asked to submit a declaration for surrendering the COP, once procedural requirements are completed you would get an acknowledgement mail, and soon after your request is processed, you get another mail confirming the surrender by ICAI,

Voila, its simple provided you complete all the checks and balances of the SSP Portal,

see ignou graduation certificate is acceptable  to apply for higher studies courses in india, As per the recent directive by Bar Council of India, candidates who have passed 10+2 or has a graduation degree through distance learning or correspondence mode, will  be considered eligible for admission for the integrated five-year or three year LLB course. However, applicants who have obtained 10+2 or graduation or post-graduation through open universities system directly without having any basic qualifications for pursuing such studies are not eligible for admission in law courses. so you must have completed 12th course in relevant discipline like commerce stream and have graduation course from a recognized education board, makes you eligible to pursue 3 year llb courses.

For appearing in the CAT examination which is a common admission test for management education specially admission in the 6 management institutions  of India.

The eligibility of appearing this CAT examination One has to complete graduation of 3years with 50% marks at least in the aggregate

So your degree of one year certificate course of BCom for finance and accounts will not be eligible for appearing in CAT examination in India.
