This is really very difficult to answer. Both the universities (JNTU and OU) have their own standards and are best in their own ways. In terms of the metrices you've given i.e. placements, infrastructure, teaching, and staff assistance in curriculum activities both are more or less similar.
However, JNTU changes their syllabus pattern frequently with proper effect on subjects by upgrading with the latest topics while OU hardly changes their syllabus. The students in OU follow the same old text books with same old syllabus. This may be regarded as a significant factor in choosing between the two institutes and for this reason, I would advice you to go with JNTU. Rest aside, both the institutes are really good.
