Yes, you can give this year's DUJAT exam with the help of your previous year marksheet. As, the eligibility of DUJAT is 12th pass with minimum 60% aggregate in best of four (including english and mathematics plus other two subjects). Check first, whether you meet this criteria or not and

For applying to the course a candidate is required to have a 10+2 qualification/inter/or any other exam with an aggregate score of minimum 50% marks in total along with maths as a compulsory subject.So if you had maths in your 10+2 level you can easily apply for colleges

According to news, the application of Delhi University starts from 27th may. ( it may be change)
And yes you get admission in Delhi University, as you don't mention the course in which you want to take admission.

Applications in delhi university will start from tommorow that is 24th may,2019 and last day for submitting is 31st may,2019.The exam for DU JAT will be held somewhere around 3rd week of JUNE 2019.
