Hope you are doing great as per the question asked by you, yes you can certainly get admissions in other states N.L.U as is is a national level examination and as you are having central O.B.C certificate which is only required for applying colleges and universities under central government colleges.

I will strictly advise you to persue 5 years ba LLB in NLU rather than persuing 3 years ba course and 3 years LLB in NLU. As persuing ba LLB in NLU will save your precious 1 year which you can use for any other preparation. Doing three year ba and then three year ba LLB will be no different from doing five years ba LLB in NLU. It will only take one more year which can be utilised in more important thing.
So I will suggest you to do very good preparation of clay to get NLU as it is very difficult and not every one's cup of tea and persue five year ba LLB course.

There is only one NLU that offers BSc LLB that is gujarat national law university, gandhinagar which offers the course through CLAT for which the eligibility criteria is passed 10+2 from a recognized board securing 45% aggregate. there is relaxation of 5% for reserved categories, its application form has commenced from 1st January, and will continue till 9th May,
CLAT 2022 will be conducted on 19th June for two hours in offline mode in English having 150 MCQs from sections such as
for each correct answer one mark will be awarded, and in case of each incorrect attempt 0.25 mark will be deduced,

CLAT is conducted by the Consortium of National Law Universities (NLUs). The Common Law Admission Test (CLAT) is a national level entrance exam for admission to law course in 22 national law universities and more than 70 affiliated colleges. To get seat in a particular NLU you must score the required cut off rank. The admission is based on rank secured in CLAT Entrance Examination. For reference of the cut off you can check the previous year cut off for each NLU using the link below

As you can see the cut off is institute and category specific and it changes every year depending on total number of candidates appeared, difficulty level of examination and total number of seats available etc. It may increase or decrease.
You haven't mentioned if you are seeking admission to Under Graduate course or Post Graduate course based on the information available in your profile we consider that you are seeking admission to Under Graduate course. To have decent chances of getting seat in an NLU you need to score minimum 70-100 marks or above in CLAT UG. If you are specifically enquiring about cut off NLU, Cuttack last year the cut off rank was 1072 and and the corresponding score was 81.25, so based on this you need to score minimum 81-85 marks. To get admission into National Law University, New Delhi AILET entrance exam is must.
Candidates must have passed with minimum 45 percentage in 10+2 or intermediate exam in any stream. from a recognised Board. Candidates belonging to reservation category can have minimum of 45 percentage in their 10+2 or equivalent exam from a recognised Board or College.
There is no age limit for AILET entrance exam.
