Based on the data the cut-off for B.Sc. (Hons.) Agriculture at Banaras Hindu University (BHU) for EWS candidates was approximately 491.275 (normalized score). According to me Without a Uttarakhand domicile, it’s nearly tough to get a government seat even with 78 marks. But you can try private colleges in the state or apply in your own state for better chances
