Here is the comparison between HKBK College of Engineering as well as MVJ College of Engineering. HKBK college of engineering have overall better ratings than MVJ college of Engineering. MVJ college is older than HKBK college. Infrastructure is better with many facilities in HKBK college than in MVJ college. Placement record is better in HKBK college and package is better in MVJ college. Faculty rating is better in HKBK college than in MVJ college.
HKBK is better than MVJ college. Dayanand Sagar University is the best among the three. They have better overall ratings than HKBK and MVJ college. Placement records are good and consistent, around 70% is the average placement records. It is one of the oldest institution. Nirf ranking is better for Dayanand College than HKBK and MVJ.

At LPU, you can pursue your PhD in the subject which is your majors subject in post graduation, provided that you have 55% marks in PG, cleared the entrance exam and interview.
As per the credentials provided by you, I think the subject in PhD is different from your post graduation, so it may not be possible.
