No, two degree courses cannot be pursued simultaneously. Also, it's not possibly to do so, even if one's regular and another's distance, not will it be considered valid.

If it's written recognized university, then definitely you're eligible as IGNOU is a recognized university in itself and not only admission all over India but even for Government job exams, IGNOU degrees are valid. Only, in case a university or any entrance exams makes it mandatory to not allow
