To start a study center few important steps should be followed which are:
1. Business plan: First set goals and objectives that are to be fulfilled and work according to that.
2. Get funding: For starting any business funding is must. Nowadays banks are providing various kinds of loans that can help in getting the funds.
3. Find a location: In your case finding a location which is near the schools and colleges will be more beneficial as more students will get attracted and will be pulled towards the study center.
4. Hire teachers or tutors: Well qualified tutors must be hired for the long lasting life of the study center.
5. Buy the equipments: Necesarry equipments like chalk,board,duster,chair,benches,etc should be bought without which a class is incomplete.
6. Promote your busniess: Promotion includes advertising. The more it is advertized the more it is recognizable by the people and huge amount of profits can be earned if advertising methods are effectively implemented.
This way you can start your study center in Bellary.

Candidates of this category will have to undertake course work before registration in the PhD programme. You are eligible for letaral entry in b.tech course.
For joining b.tech course you have write entrance exam if you got good rank in entrance exam then you can get admission in good college.
MCA is a technical subject. It requires proper guidance to get good hold on the subjects.
IGNOU is a open university it is advisable to do your course from regular degree as you will not get any college placements you have to hunt for a job.
You should try to get into top colleges for MCA to get good exposure and placements.

Yes, you can take admission in B.Com or B.Sc. in IGNOU itself. Note, that with even with BPP, you will not be able to take admission in graduation programmes of any other university. You may take admission in any graduation programme offered at IGNOU. After that, you may use your graduation degree anywhere to get admission in post graduation.
Bachelor's Preparatory Programme (BPP) of IGNOU is a six-month preparatory programme offered for those students who wish to pursue higher education (graduation and post-graduation) but have completed schooling only till class 10th and haven't done class 12th.

Even though it is a distance learning university, IGNOU has well-furnished regional and study centers. Library facilities are specially great – they have a huge collection of academic books, reference books, and journals. There is Wi-Fi in a few of the centers, and a hygienic cafeteria for students who are on campus for extended periods.
My study center is muralidhar college which is pretty decent college. the college staff was very rude ever since i been there for the first time they were very rude even changed some rules related to studies which they were not meant to.
It is an open university so we don't have ani specific building as our college. but the study center where we are elected to was nice. The faculty was nice too. clean classrooms, good professors and staff.
