Hi.
Admission into various UG programmes is through entrance examinations depending on the course you wish to get into. However, there is a speculation for common entrance examination, which has not been yet confirmed.
Common Aptitude Test for admission to DU , JNU other central universities likely from 2021 -22. The Centre is planning to start a single entrance test called Common Aptitude Test for admissions to central universities from the 2021 -2022 academic session.
Good luck
You have not mentioned in which stream you would like to pursue your UG, whether in arts, science, engineering and technology and interdisciplinary courses.
I have shared with you a link that will give you information regarding the courses offered at Jadavpur University:

Good Luck
No you do not need to give CAT Exam for admission into UG Courses in a government college.
The Common Admission Test is a computer based test for admission in a graduate management program.
The entrance exam for govt. colleges depends upon the course you wish to get enrolled into, such as, if you want to pursue engineering then you need give JEE Mains exam, if you want to pursue medical sciences then you need give NEET Exam and so on.
If you have a further specific query please feel free to comment.
Best of Luck.
