If your exam is semester based,you have to give exam for the subjects particularly for that semester, for example if you took admission in January Cycle with 4 subjects, then you need to appear form June Term End Exam with these four subjects, and accordingly you'll have to proceed for the next semesters.
In case,for some reasons you're unable to appear for June TEE, you can appear for all eight subjects you've chosen in two semesters in the month of December TEE.

You can fill the exam form of the CAT 2020 if you are in your final year in the year 2020. As you are to be graduated in 2021, that means that you will be in the final year, 5th semester during the CAT 2020 exam form and therefore you are eligible for the exam.

You should reach out to the Student study Centre. You can reach out to them at: ssc@ignou.ac.in . This is because IGNOU has its own rules for assignments and exams and the Administration takes final calls but there might be exceptions based on case to case basis. In general, you have to submit assignments for all subjects but pay fees for the subjects that you want to appear for the exam. But we would still suggest you to confirm the same from the Student Study Centre.
Even though it is a distance learning university, IGNOU has well-furnished regional and study centers. Library facilities are specially great – they have a huge collection of academic books, reference books, and journals. There is Wi-Fi in a few of the centers, and a hygienic cafeteria for students who are on campus for extended periods.
My study center is muralidhar college which is pretty decent college. the college staff was very rude ever since i been there for the first time they were very rude even changed some rules related to studies which they were not meant to.
It is an open university so we don't have ani specific building as our college. but the study center where we are elected to was nice. The faculty was nice too. clean classrooms, good professors and staff.
