As per eligibility criteria for UGC NET, only candidates with Master's Degree can apply for it, post graduate diploma holders cannot apply for UGC NET, for a paper that you wish to appear for UGC NET, it's compulsory to have Master's Degree in the same subject with 55% aggregate in case one belongs to general category, for reserved category there's relaxation of 5%. One can apply even in the final year of Master's Degree.

Yes, both BA Psychology and Sociology are offered in IGNOU,usually every year admission cycle for July session begin in the month of May onwards, but this year because of covid 19 pandemic things might get delayed, but nevertheless in case you're interested in admission for IGNOU, application forms will be released for July cycle,you can take admission at that time.

The minimum educational eligibility to join post graduation in library sciences from ignou is -

BLIS degree from any recognised university or any other qualifications considered equivalent to BLIS such as P.G. Diploma in Library Science/Librarianship from a recognised university.

So if one fulfill the above eligibility criteria he/she can apply to the course other wise he/she will not be eligible.

If you have filled the admission form for Delhi University then you can take admission in any undergraduate course if you fulfill the eligibility criteria for cut off.
