IGNOU doesn't offer integrated course of BA-BEd, however it does offer both these courses separately. 

Eligibility Criteria for BA is passed 10+2 from any recognized university. 

Eligibility Criteria for BEd is Candidate should have  at least fifty percent marks either in the Bachelor’s Degree and/or in the Master’s Degree

IGNOU courses are definitely recognised by the UGC and other educational bodies like the Medical Council, AICTE.
