That's because in case of theory examination, the passing marks are 35 out of 100 and 18 out of 50. Since, this paper was of 100 marks, you were short of 5 marks to qualify for this exam. 

Never mind, you can give the December TEE, there's a chance for you to make up for this one.

IGNOU offers variety of Courses in short more than 30–40 courses are available in IGNOU UG-PG Degrees, whereas in SOL only 3 to 4 degree courses are available.

Hence, my final opinion is IGNOU University still best as compare to SOL.

 The MBA course offered by IGNOU is one of the top distance education MBA courses in India. IGNOU MBA course is offered by The School of Management Studies (SOMS) of Indira Gandhi National Open University. The exam for the first semester shall be in Jan 2020. Also, the eligibility for exams is to submit the term end assignment in time before due date declared by ignou.

I am not sure whether you can appear in re-examination for the course you have chosen. Please contact the examination conducting authority. According to me you could have informed them the reason why you couldn't attend, before the examination itself and asked for re-examination.

Hello Khushbu. Yes of course you can change your university after your 1st year. All you have to do ask your previous college to provide you with all the details that are needed by your new college in order to get admission. I don't think there should be any problem in changing university after the 1st year because students keep doing that.

Usually MCA duration is 3 years. Universities offers two type of MCA course. One is MCA-LE this course is for those students who completed their BCA or BSC-IT. If any students done professional graduation in computer or IT then they are eligible for this exam. The students can directly take admission in 2 year. And the course for them will be of 2 years

Second is MCA general this is for the students who have non techincal background and for them duration is of 3 years.
