If you're applying for any program in IGNOU which has eligibility criteria of graduation, then there is no such option of applying on provisional basis, you can apply only after passing the qualifying examination as there will be a requirement of uploading requisite documents and this includes your educational qualifications documents as well, anyway may be the last date is 30th September but IGNOU may extend the process further with late fees, or else you can wait till December if your exams get over and you get the requisite documents then you can apply for the course.

Right now we don't have official exam sheet, but usually December Term End Exam is conducted from the first week of December only and most probably the same trend will be followed this year, as you must be aware of that due to pandemic June TEE got further delayed and the exam.is happening now,if everything goes according to the schedule december exam will happen from first week as it happens every year, stay updated at the official website at ignou.ac.in for more information regarding this.

see ignou graduation certificate is acceptable  to apply for higher studies courses in india, As per the recent directive by Bar Council of India, candidates who have passed 10+2 or has a graduation degree through distance learning or correspondence mode, will  be considered eligible for admission for the integrated five-year or three year LLB course. However, applicants who have obtained 10+2 or graduation or post-graduation through open universities system directly without having any basic qualifications for pursuing such studies are not eligible for admission in law courses. so you must have completed 12th course in relevant discipline like commerce stream and have graduation course from a recognized education board, makes you eligible to pursue 3 year llb courses.

Since DU has not released cut off yet, you should always make a safe side. If you wish to apply for IGNOU, do it.

A student always apply for more 2 - 3 choices as alternatives. And there's no doubt that DU has a much better ranking than IGNOU.

For undergraduate programs , courses  are divided into two semester each year : January to June and July to December. Means exams are conducted two times a year , that is, june and december. And for every course the cycle of exam may vary, it depends on the course you choose.

Yes, you can pursue MA in psychology from IGNOU because its eligibility criteria states passed Bachelor's Degree in any discipline from a recognized university,there is no restriction in terms of being subject specific for this nor minimum aggregate requirement as such, the course is for a duration of two years and course fee is Rs 18000. For more details regarding this, visit the official website at ignou.ac.in, the last date to apply for July session has  been extended till 30th September for admission in IGNOU.

If you have newly enrolled in IGNOU for July Session, then you can find the assignments from the official website at https://webservices.ignou.ac.in/assignments/ , as you haven't mentioned your course code, hence I couldn't confirm if the assignments for July session has been uploaded or not, but even if it hasn't it will get updated here only, you will also find the earlier assignments in case you're not newly enrolled.

From July'2019 session Diploma in Elementary Education isn't being offered in IGNOU, for more information you can visit the official website at http://www.ignou.ac.in:8080/ignou/aboutignou/school/soe/programmes/detail/585/2 , in case you want to pursue it, do it through distance mode , that's the best option, you can check out colleges in your state for this, or you can pursue BEd after completion of your graduation, if you want to know about options regarding any particular city for DElEd, you can also mention the same in the comment box below.
