Firstly to pursue MA in Japanese from Doon University candidate needs to have a bachelor's degree in any stream with one of the foreign languages as one of the electives.

OR

Diploma in a foreign language or Japanese from a recognized university with at least 50 percent marks.

Secondly, IGNOU does not offer a diploma in Japanese. Instead, there is a certificate course in Japanese. So this wouldn't be helpful for you to pursue MA Japanese.

IGNOU conducts admission to BEd program through entrance test conducted by the university itself for which the eligibility criteria is as follows;

• Candidate should have passed with at least fifty percent marks either in the Bachelor’s Degree and/or in the Master’s Degree in Sciences/Social Sciences/Commerce/Humanity. Bachelor’s in Engineering or Technology with specialization in Science and Mathematics with 55% marks or any other equivalent qualification.
• Candidates should be trained in-service teachers in elementary education and have completed a NCTE recognized teacher education programme through face-to-face mode

BEd is for a duration of two years in IGNOU, and the course fees is Rs 50,000 for full duration.. The entrance test is conducted by NTA for two hours having two sections such as Section A has general english comprehension, educational and general awareness, teaching learning and the school, logical and analytical reasoning and Section B is related to domain specific as in for science/math/social science/english/hindi, candidates are require to answer only one subject in this section, for each question one mark is awarded, and there is no negative marking scheme.

The answer to your question of when can appear for third year BA exam depends largely when have you done the re-registration for the third year, if you have given first year exam in June 2019 without any gap, that means you have enrolled in July session of 2018, and your re-registration date for the second and third years respectively comes in July session of the following years only in consecutive manner, as your course is annual based not semester wise, now it doesn't seem like you have done re-registration of your third year in last year of July session, if you had then you would have already filled the application form of third year for June TEE 2021 that is to commence from next month,

so to answer your question if you have done third year re-registration in January 2021 then you are eligible to appear for December TEE of this year, you will also be required to submit your assignments prior to it which you already know, if you haven't done re-registration till now, you can do it, last date is extended till 31st July, and you can accordingly appear in next year of June TEE, hope this clears everything, if not, you can ask me in the comment box below.
