No, they dont. You just need to clear The " Eligibilty Criteria" marks of +2 Marks
It depends on the percentile and rank. Top 25 gets called in the 1st counselling OBC. Then 2nd and 3rd 25-50 about. So, you must be in the top 40 OBC for Puducherry.
For Karaikal , it may go upto 60.

Marks are not correct parameters to judge as they change every year, every shift. Rank and Percentile are better parameters as they are stable.
You need above 99 percentile to get admission in Jipmer and above 97 percentile for AIIMS( considering Nagpur and Guntur )
Last year 2017, 2nd ccounselling OBC seat went to Rank 134 OBC for Puducherry Campus and 115 for Karaikal.
