Well AIIMS and jipmer were formed by a special act in institution which lead to give both of them authority over their ruling. Since they are formed by an act of constitution, they don't fall under the central authority for exam conduction or any other matter.

Aakash institute is a really good institute for preparation along with goal institute, but I don't know if goal is there
