If you belong to bc-d in state level category then you belong to OBC categrory in central level.if you have income certificate showing below 1lakh then there are chances you can have fee reiumbersement.if you dont have OBC certifcate you need to apply one.because if you dont have that during your time of counselling you will be considered as GEN student and you will be left with no advantage of reservations.

If you're from BC-D category and going to write for JEE mains despite your weak economical background, yes, there's facility of fee reimbursement. Fee reimbursement or tuition fee waiver facility will only work only if you secure more or equivalent to minimum qualifying rank and also have all the necessary documents to show your weak financial background, then you will be eligible for fee reimbursement, So as per the central caste list, you will be categorized as EWS or economically weaker section.
