I am from SEBC can i apply in OBC in national level ??

SEBC is state level reservation but at national/central level there's no reservation.

You can choose obc ncl at central level only if you are in Central list of obc ncl

Thus, if your caste in the central list of OBC NCL then only you can choose OBC NCL as your category otherwise you must choose general category in application form of national level examination.
