With 35 marks in chemistry have you passed in both theory and practical examination of chemistry?

If you have passed then yes you are eligible for neet examination and you will not face any problem during neet counselling as  with 60% aggregate in PCB  you fulfill the eligibility criteria of neet says that :-

Neet eligibility criteria says that, to be eligible one must have passed in English and in both the theory and practical of PCB i.e Physics, Chemistry and Biology with at least 50  % in aggregate of PCB ( in theory +practical) in 12th examination if you belong to general category ,

See, the actual Eligibility criteria states that you must have scored an aggregate of  atleast 50% marks in PCB and English as a whole. If you satisfy this criteria, you are eligible and can apply for the exam. There will not be any sought of problem during the counseling process or any process as long as you clear the exam with qualifying marks.
