The Procedure for Josaa Counselling is as follows:

1. JEE Main Counselling Registration
2. Choice filling
3. Mock seat allotment and locking of choices
4. Final seat allotment

Candidates will be having three options available after JEE Main Seat Allotment is done:

1. Freeze - When the candidate is satisfied with the allotted seat and does not wish to participate in the further rounds of counselling.

2. Float - When the candidate is satisfied with the seat but would like to be considered for other institutes during the future rounds of seat allocation

3. Slide - When the candidate has accepted the seat allotted but is also open for admission into a higher preferred course in the same institute.

4. Payment of seat acceptance fee: Candidates who will be allotted seats will have to pay the seat acceptance fee through e-challan or SBI net banking. Note that the seat acceptance fee will vary depending on the category of the candidate. After accepting the seat, candidates will have to report to the allotted institute for document verification.

As you can see you have pay fees only if you are alloted a seat through Josaa counselling.

But You have to pay for Josaa Registration fee for JEE Main Counselling.
