I understand your query and now to answer your question, there are probably two reasons for which you are facing this issue. These reasons are:

• Technical Snag: There might be technical glitch due to which you are facing this issue and most likely it would take a day or two before the snag gets fixed by itself and you would be able to get a one time refund and then be able to exercise your option of choosing your desired city.
• If the above scenario is not the issue then I would like you to take this matter to the competent authority via e-mail or through post by clearly mentioning your details and your issue and request an expedited solution.
