Is D.EL.Ed programme is equal to what is normally called TTC programme?

Hello,
As D.EL.ED is a two year course for aspiring teachers to teach in class 1to 5 .
This course can be done after your graduation.
TTC whereas is certificate course which can be done after 10+2 .
And these two courses are not equal but you can teach.
D.EL.ED is a diploma while TTC is a teacher training certificate.
