For applying to police Bharti the minimum height criteria is
MEN: 170 cms.
WOMEN : 157 cms
if you are above this hight you are completely eligible.
And the age limit is 57 years and you are ofcourse above 18 so and there are many more criteria which you have to pass to get selected

You already mentioned that your height is 5'1 inches and your age is 23 , so according to eligibility criteria for police, the maximum age should be 28 which is okay in you case but the minimum height require for that is 170cm which is near to 5'7 inches.So,it is not possible for you to join police force due to height as it doesn't fall in range of eligibility criteria .
