Dear aspirant, you don't need any domicile certificate for applying to 85% STATE QUOTA. As per the rules any student who has completed 10th and 12th from UP will not be required to provide domicile certificate during counselling.
Your 10th and 12th marksheet are proof that you are permanent resident of this state so there's no need to provide domicile certificate.
